يهدف هذا المقياس إلى التعريف بأهمية الوساطة الثقافية في المؤسسات الحكومية التي تعتبر عملية تهدف إلى تسهيل التواصل والتفاعل بين المواطن والمؤسسة، من خلال استخدام الثقافة كوسيلة لفهم متبادل وبناء جسور الثقة والتقارب.

The concept of cultural mediation has been realized institutionally both within the world of culture and also within the university. The analysis must take into account the context of the mediation and the general system of mediations, understood as a repertory of interventions. This calls attention to two dimensions, historical and political. It is therefore necessary, as much in research as in education and training, to maintain a critical distance towards certain mythologizing versions of the notion.
